Glendora police ended up arresting the same man, Dijon Landrum, three times in one day on charges of stealing cars and other properties.
The police blame California's new zero-bail policy. The new policy doesn't allow for suspects to be kept behind bars long for misdemeanors and had to release Landrum, only to arrest him two more times in the span of 12 hours.
